As a close partner with South West CDC, RAS showcased its displays, including video footages on its programmes to the attendees of the South West CDC District Meeting on 27 July 08 at HortPark. The Guest of Honour, Minister Lim Boon Heng accompanied by Finance Minister Tharman Shanmugaratnam, Acting Manpower Minister Gan Kim Yong, Mayor Amy Khor and Advisers launched the draft Environment and Community (ECo) Plan South West for public feedback. The plan looks at both environmental and social sustainability - three goals focus on the environment and two focus on the community.

The third goal on building a clean community by maintaining public health and a clean environment stated that the district will develop the Toilets Volunteer Assessor Programme, where volunteers will be trained by RAS to assess cleanliness in public toilets. The District Meeting is an annual meeting to engage and gather feedback or ideas from community stakeholders such as Advisers, council members and representatives from community and corporate partners, school, grassroots organisations, welfare organisations and relevant government agencies to better serve the community.
